About Carole-Anne Kast
Carole-Anne Kast is a Swiss politician and State Councillor responsible for Geneva’s Department of Institutions and Digital Affairs since June 2023.
As head of the Department of Institutions and Digital Affairs, Mrs Kast plays a key role in shaping and implementing Geneva’s digital policy. Her department is at the forefront of developing an inclusive and innovative digital transition, ensuring that the benefits of digital transformation reach all sectors of society and the public administration.
Mrs Kast who oversees police forces, civil protection and military affairs is committed to guaranteeing the fundamental right to security and safety of the population. During this legislature, her emphasis will be on providing support and assistance to victims of violence and criminal offences and on strengthening policies for rehabilitation and desistance of convicted offenders.
With a rich background in law and public administration, Mrs Kast and her department provide the link between the executive and the public prosecutor. Concerning legal matters, she is particularly keen to promote alternative dispute resolution, particularly through the practice of mediation. She supports the ongoing implementation process of the new Law on Mediation, which aims to strengthen and expand the use of mediation as an effective tool for resolving disputes in Geneva. This initiative reflects Geneva’s dedication to enhancing access to justice and encouraging more amicable, efficient resolutions to conflicts.
